Ocean Asia Logistics was appointed by the Ceylon Electricity Board (CEB) as the dedicated transportation service provider for the ABC (Area Based Consumption) meter distribution and infrastructure support project. This nationally significant initiative aimed to modernize Sri Lanka’s electricity grid through the deployment of advanced metering infrastructure across multiple provinces. Our scope encompassed the secure transportation, handling, and just-in-time delivery of thousands of high-value electronic smart meters, communication modules, distribution box assemblies, and associated cabling accessories from CEB central warehouses to regional depots and field installation teams. Given the sensitivity of the electronic cargo and the project’s critical timeline linked to national revenue metering targets, Ocean Asia Logistics was mandated to execute all movements with zero damage, zero delay, and full inventory traceability.
The project commenced with the consolidation of imported and locally procured meter stocks at CEB’s Colombo and Ratmalana central stores. Ocean Asia Logistics deployed a dedicated fleet of enclosed, weather-protected trucks equipped with GPS tracking, air-ride suspension systems, and tamper-evident sealing mechanisms. Each vehicle was inspected prior to loading to ensure interior cleanliness, moisture control, and cargo securement readiness. Our loading teams systematically palletized meter cartons according to destination-wise picking lists generated from CEB’s inventory management system. Every pallet was stretch-wrapped, labeled with barcoded shipment tags, and cross-verified against digital manifests prior to dispatch authorization.
Transportation operations spanned multiple distribution corridors covering Western, Southern, Central, North Western, and Uva provinces. Our control room monitored all vehicle movements in real time, providing route optimization updates and contingency support to drivers navigating through urban congestion, hill country terrain, and remote rural access roads. To support CEB’s just-in-time installation schedules, Ocean Asia Logistics implemented time-definite delivery windows for each regional engineering office and field storage location. Drivers were trained in customer-facing protocols, ensuring professional coordination with CEB storekeepers and installation supervisors during handover. All delivery acknowledgments were captured electronically and synced with the client’s central database.
Upon arrival at regional CEB depots and field sites, our transport team coordinated with local storekeepers to execute systematic unloading and staged stacking of meter consignments. Fragile electronic cartons were handled with extreme care, avoiding impacts, compression, or inversion during offloading. For remote field installations operating from temporary bases, our team provided tailgate distribution support, transferring small-batch meter lots directly to installation crews under field conditions. Empty pallets and reusable packaging were collected, documented, and returned to central warehouses through reverse logistics cycles. Throughout the project, Ocean Asia Logistics maintained 100% inventory accuracy with zero reported shortages or mismatches.
The CEB ABC Transport Project was successfully completed over an eighteen-month period, with over 1.5 million smart meters and associated components delivered to more than 450 individual delivery points across the island. Ocean Asia Logistics executed more than 1,200 dedicated trips, traveling over 180,000 kilometers without a single cargo damage incident or lost shipment. Our performance directly contributed to CEB achieving its national rollout targets and strengthening the reliability of Sri Lanka’s electricity distribution network. This project reinforces Ocean Asia Logistics’ position as the preferred transportation partner for critical public sector infrastructure programs requiring scale, precision, and unwavering execution discipline.
