Ocean Asia Logistics was entrusted by the Road Development Authority (RDA) as the sole logistics service provider for the Northern and Eastern Province road marking modernization project. This nationally significant infrastructure initiative required the importation, customs clearance, transportation, and site delivery of thousands of metric tons of thermoplastic road marking compound, glass beads for reflective lining, primer solvents, and specialized application machinery across four key districts: Jaffna, Kilinochchi, Mulative, and Trincomalee. The project aimed to enhance road safety and visibility on major arterial routes and civil supply corridors following the post-war development acceleration. Ocean Asia Logistics was mandated to ensure seamless cargo flow from port of entry to multiple remote work sites under strict RDA timelines and quality assurance protocols.
The project commenced with the arrival of multiple dangerous goods-classified consignments at the Colombo port, comprising bulk thermoplastic resin sacks, packaged glass beads, and palletized solvent drums. Our customs brokerage division immediately initiated clearance procedures under DG import regulations, liaising with Sri Lanka Customs, the Central Environmental Authority, and the RDA project procurement unit. All necessary DG permits, port health clearances, and project-specific duty waivers were secured prior to cargo discharge. Our team pre-cleared shipments through the electronic data interchange system, enabling rapid examination and release without port storage penalties. Each consignment was systematically verified against RDA purchase orders and transferred to our bonded warehouse for segregation and onward distribution planning.
Transportation to the four northern and eastern districts presented significant logistical challenges due to distance, road conditions, and the security-sensitive nature of the A9 highway and eastern coastal corridors. Ocean Asia Logistics deployed a dedicated fleet of DG-compliant trucks equipped with GPS tracking, weather-protective covers, and load-securing systems. Route planning was conducted in consultation with RDA engineers and police traffic authorities to avoid peak hours, narrow town segments, and identified road rehabilitation zones. For deliveries to Mulative and Kilinochchi, convoy movements were coordinated with security forces to ensure safe passage through former high-risk areas. Our control room monitored all vehicles in real time, providing drivers with route updates and emergency support throughout the journey.
Upon arrival at each RDA zonal office and field work site, our site logistics teams executed systematic unloading operations under the supervision of RDA engineering inspectors. Thermoplastic sacks were offloaded using non-sparking forklifts and stacked on elevated wooden pallets to prevent moisture absorption. Glass bead consignments were carefully transferred to secure storage sheds due to their sensitivity to humidity and contamination. Solvent drums were staged in ventilated, segregated zones with secondary spill containment measures in place. At Trincomalee and Jaffna, our team coordinated direct deliveries to active road work fronts, enabling just-in-time application without contractor downtime. All unloading activities were documented with photographic evidence, delivery challans, and three-way handover certificates signed by RDA officials.
The Northern & Eastern RDA Road Marking Project was successfully completed across all four districts with zero cargo damage, zero regulatory infractions, and zero safety incidents. Ocean Asia Logistics delivered over 2,500 metric tons of specialized road marking materials across more than 350 individual trips, covering approximately 1,200 kilometers of transport corridors. The project was executed within the RDA’s stipulated harvest season deadline, enabling uninterrupted road marking operations during the dry weather window. This achievement reinforces Ocean Asia Logistics’ position as the premier logistics partner for national infrastructure development programs in Sri Lanka’s most geographically challenging and operationally sensitive regions.
